The federal government is primarily a hydroelectric generator and wholesaler of electricity, rather than a distributor to retail customers. By law, the generated electricity is sold mostly at cost to public utilities---municipals, cooperatives, public utility districts, irrigation districts, state authorities, and other non-profit utilities. Most of these 2,965 public utilities distribute them power to end-use customers. The current debate in Congress over selling federal Power Marketing Administrations has raised questions about their role as well as their value. Because most federal power is sold at rates below current and future market levels, proponents of these sales believe that the federal government could receive a one-time windfall from the sale, rather than continuing to operate on a revenue-neutral basis.
