The authors study superfluid {sup 4}He near T{sub {lambda}} in a homogeneous metastable state where a finite superfluid velocity v{sub s} is present. Neglecting vortices they perform a renormalization-group calculation of the critical velocity v{sub sc}(T) at which the superfluid state becomes unstable. They apply this result to the situation where the superfluid velocity is induced by a finite heat current Q. A critical heat current Q{sub c}(T) corresponding to v{sub sc}(T) is found which implies a transition temperature T{sub {lambda}} (Q) = T{sub {lambda}} [1-A{sub 0}Q{sup x}]. They determine the exact exponent x = [(d-1){nu}]{sup {minus}1} {approx} 0.744 in d = 3 dimensions and calculate A{sub 0} in one-loop order. The results for A{sub 0} and x are compared with recent experimental data. 14 refs., 1 fig.
