PELLRAD is a public service program of the Pennsylvania State University. Its mission is to provide timely information and educational programs on all issues related to low-level radioactive waste management and disposal for the citizens of the Appalachian States Low-Level Radioactive Waste Compact. The goal of the PELLRAD staff is to provide citizens, especially key decision makers, with accurate information that will enable them to make informed decisions related to the siting and operation of the federally-mandated disposal facility. All information and programs are provided to the citizens of Delaware, Maryland, Pennsylvania, and West Virginia (compact states) at no charge. This paper reviews the establishment and operation of the PELLRAD Program. It also addresses PELLRAD`s unique position among the interested parties to encourage informed public involvement in siting, developing, and operating the Appalachian States LLRW disposal facility.
