Changing priorities for federal support: Accountability and the investment of public funds

Whether the pressure comes from deficit reduction, tax cut, or growing entitlement expenditures, federal funds available for discretionary spending are likely to decrease in the next decade. Lawmakers face many difficult policy decisions and will scrutinize expenditures carefully. Some implications for federal support of science and for the academic, industrial, and governments sectors impacted by science spending will be described.
