The Shell Coal Gasification Process (SCGP) is the result of over 20 years of technology development. A very important element in the development program was the construction and operation of SCGP-1, the 250 T/D demonstration unit that operated between 1987 and 1991. The SCGP program supplied extensive environmental, engineering and operational information on eighteen diverse feedstocks and clearly demonstrated the commercial readiness of the technology. The first commercial application of SCGP, as well as the first fully integrated coal gasification combined cycle (IGCC) power plant in the world, is the Demkolec Project, a 253 MW IGCC power plant located in the Netherlands. The Demkolec Project, which was designed on the basis of SCGP-1 and includes a number of press improvements demonstrated during the SCGP-1 program, began operations in late 1993. A number of additional SCGP improvements and innovations have since been developed. These new design features, aimed at further reducing costs and improving performance, will be incorporated into the first US commercial application of SCGP. This paper describes recent SCGP technology improvements and how they have been incorporated into an optimized IGCC plant design.
