Strength evaluation of flawed pipes based on the concept of leak-before-break, LBB, is being acknowledged as one of the effective means to assess the safety and reliability of light water reactor plants. This paper presents an evaluation method for the fracture strength of carbon steel flawed pipes under dynamic and cyclic loads. The evaluation procedures proposed are based on the inelastic fracture mechanics parameters, J for the monotonic and {Delta}J for the cyclic loads. Validity of the proposal has been demonstrated by predicting the failure strength in tests performed with circumferentially pre-notched 4B pipe specimens at room and 265 C high temperatures. Sensitivity analyses on pipe dimensions and temperatures were also conducted for verifying the applicability of the recommendations to the practical piping conditions.
