Comparison of SO{sub 2} removal by limestone, limestone + DBA, and magnesium-containing lime in the wet scrubbers at the Gibbons Creek Steam Electric Station

Phase II of the 1990 Clean Air Act Amendments requires the Gibbons Creek Steam Electric Station (Gibbons Creek) to reduce the SO{sub 2} emissions from 1.2 lb/mmBtu to 0.85 lb/mmBtu by the year 2000. One option, which may avoid flue gas desulfurization (FGD) system modifications, is to change to a more reactive reagent. To determine the feasibility of switching from limestone to a magnesium-containing lime (Mg-Lime) or to limestone with dibasic acid (DBA), Texas Municipal Power Agency (TMPA) and Chemical Lime Company (CLC) developed a test program for a full scale demonstration of these two reagent systems at Gibbons Creek. The results given here show that both Mg-Lime and limestone + DBA, under some conditions, can achieve the Phase II SO{sub 2} emissions limit. The variables tested to determine optimum conditions were L/G, pH, and magnesium or DBA concentration. Sulfur emulsion was added during all tests to prevent excessive oxidation of sulfite to sulfate. Data from these tests will be used by TMPA to evaluate this option for meeting Phase II regulations.
