Energy conservation as a tool for greenhouse gas abatement

Within the framework of UNEP Greenhouse Gas Abatement Costing Studies, a case study on Egypt was undertaken by the Technical Research Centre of Finland (VTT) in cooperation with the Egyptian Environment Affairs Authority (EEAA) and with the help of an expert team from different Egyptian Organizations. This paper describes the effect of energy conservation improvement measures, applied in the different economic sectors carbon dioxide and other polluting gases using both bottom-up or engineering models and top-down or the macroeconomic models. First, a comprehensive inventory for the year 1990 was prepared of all the GHG emissions mainly, but not exclusively, from energy sources. A base scenario for economic and energy growth of Egypt for business-as-usual alternative was then fixed using results of several optimization processes undertaken earlier by the National Committee of Egypt. In the bottom-up approach, several measures/technologies/actions were considered in each of the economic sectors to decrease GHG emissions with respect to the base scenario. It was found that most of the measures were cost-effective, as a considerable potential for energy conservation exists in Egypt. In the top-down approach, the effects of energy conservation on the economy of the country were studied. The energy conservation measures were found to have positive effect on the economy of the country; in addition their role in pollution control.
