Developing a practical NESHAP compliance guide for small business

The purpose of this paper is to describe an effective and practical method of developing guides to assist small businesses in meeting NESHAP (National Emission Standards for Hazardous Air Pollutants) regulations. It also increases awareness of the potential market opportunities for regulatory compliance assistance to small and mid-sized businesses for process specific environmental regulations. This paper describes a prescription for developing a practical and concise regulatory compliance guide that addresses this need for small to medium-sized business people. Issues discussed include requirements that a guide must meet to be effective and limitations in development and use of such guides. The guide can serve as a low or no cost resource for small and mid-sized businesses to understanding complex industry or process specific regulations such as NESHAPs. For those willing to produce guides sales may have high volume potential. In addition they may serve as an advertising tool to help make consulting services more appealing to small and mid-sized businesses. This paper explains how such guides have been developed and used by one of Iowa`s technical assistance programs, the Iowa Waste Reduction Center (IWRC). The guides have been an extremely effective and popular information outreach tool for technical assistance. They have been especially effective for requirements such as the Iowa Emissions Inventory Questionnaire, air quality permits, and the Perchloroethylene Dry Cleaner NESHAPs.
