Concern over the economic health of the Sacramento community and the ever-increasing State and Federal environmental mandates that are affecting small businesses prompted the ned to develop a program that provides direct regulatory and technical assistance on environmental issues. The business sector very clearly demonstrated that it needed help understanding and complying with the myriad of environmental regulations that affect them. Many small businesses are unaware of environmental regulations; others don`t known how to comply or are afraid to seek direct assistance form the regulators, making themselves legally vulnerable. The State and Federal government recognized this need as well, and as a result, mandated under the Federal and State Clean Air Acts that regulatory assistance be provided to small businesses. How this assistance is provided, however, varies from program to program. Sacramento County`s challenge was to design and implement a multi-media environmental program that ensured businesses received the regulatory and technical assistance they needed, so that environmental compliance could be achieved.
