The impact of cost growth on HTRW remedial action WBS activities

The Naval Facilities Engineering Service Center (NFESC), formerly the Naval Energy and Environmental Support Activity (NEESA), has awarded eight (8) Remedial Action Contracts (RAC) totaling $150 million over the last three years. One part of the RAC specifications required the proposing contractors to use the Hazardous, Toxic and Radioactive Waste (HTRW) Work Breakdown Structure (WBS) in preparing cost proposals. A committee of representatives from the Department of Defense (DOD), Department of Energy (DOE), the Environmental Protection Agency (EPA), and contractors developed the HTRW Remedial Action WBS system. The committee developed the HTRW Remedial Action WBS for the Federal agencies and their contractors for cost estimating and cost tracking activities. The WBS allows the Federal Government and the contractor to compare similarities and differences between the Government cost estimate and the contractor`s proposal. An additional advantage of the WBS is that it permits the Government to place final incurred costs into data bases. When preparing a Government budget, the estimator can choose a WBS activity and get the most up to date cost information for any WBS activity. The Government can check the accuracy of cost estimates by comparing it to the data base.
