WIPP characterization data requirements and the development of the WIPP waste characterization database

The Waste Characterization requirements for waste that is to be shipped to the Waste Isolation Pilot Plant (WIPP) include input from various sources. The WIPP Waste Acceptance Criteria (1) (WAC) requires specific information about the waste to be certified. The Transuranic Package Transporter-II (TRUPACT-II) Methods for Payload Control (TRAMPAC) also requires specific information about waste to be shipped in the TRUPACT-II container. The Quality Assurance Program Plan (QAPP) (3) requires specific information and sets data quality objectives for data required for Resource Conservation and Recovery Act (RCRA) waste identification. Multiple data transmittals are currently required to meet these requirements because no single database (DB) exists for WIPP to contain all of the data being generated to the various requirements. One of these, the WIPP QAPP, requires the submittal of a voluminous set of paper copies, none of which is readily available as on-line information. The Solid Waste Information and Tracking System (SWITS) (5) developed and currently implemented by Westinghouse Hanford Corporation (WHC) comes very close to having all of the information required by WIPP. The estimate is that 85% of WIPP characterization information needs are already met by the SWITS DB. Modifications are planned to customize the SWITS DB to meet all of the WIPP requirements.
