Affects of plant decommissioning activities on irradiated spent fuel onsite transfer and intersite shipment activities

VECTRA engineering and site cask handling personnel have been routinely involved in the transfer and shipping of commercial nuclear power, research laboratory, and Defense Department spent fuel and high level waste for the past 20 years. This experience has included over 300 shipments of Boiling Water Reactor (BWR) and Pressurized Water Reactor (PWR) irradiated spent fuel throughout the US utilizing the IF-300 Irradiated Fuel Transportation System. In recent years, VECTRA has been involved in the onsite transfer of fully irradiated spent fuel between San Onofre Nuclear Generating Station Unit 1 and Units 2 and 3 and the intersite shipping of partially irradiated spent fuel from the Shoreham Nuclear Facility to the Limerick Generating Station. Because San Onofre Unit 1 was being prepared for decommissioning and Shoreham was heavily into its decommissioning effort, routine IF-300 cask handling operations were noticeably affected at each site by these decommissioning activities. This paper discusses hands-on experience with the affects of decommissioning activities on routine spent fuel handling activities.
