Congress devoted much of March to discussion of amending the Clean Air Act, postponing action on other issues such as the budget for FY1991. On April 3, for the first time since enactment of the original Clean Air Act of 1970, the Senate voted 89 to 11 to tighten emission standards. The House Energy & Commerce Committee is hard at work on its version of a Clean Air bill. The Department of Energy released its draft National Energy Strategy, with {open_quotes}energy efficiency{close_quotes} as its major theme. The draft examines various options on the supply and demand side of the energy equation. It also covers a range of options, including nuclear energy, but makes no choices or recommendations. DOE will adjust its budgetary framework for FY1992 to reflect the options selected from the report. The White House is expected to release the final report sometime in 1991.
