A letter was issued to the County of Fresno by the Legal Department of the CPUC to clarify siting jurisdiction issues for the PVUSA Kerman site. The County accepted the CPUC`s position, withdrew their earlier request for a conditional use permit, and will not require any ministerial permits for site construction. As a result, site development work has begun at PVUSA Kerman. The 12-kV pole and transformers, the perimeter fence, the Siemens Solar Industries (SSI) US-2 array field fence and road, and the alternate access road were constructed. Drainage and grading work is in progress. SSI is scheduled to mobilize on site the first week of October. Installation of the Advanced Photovoltaic Systems (APS) US-1 PV panels was completed and all of the structures were erected. Field wet resistance testing (FWRT) and I-V curves were performed. Out of 9600 modules, 14 modules with cracked glass and 46 modules with boot failures were replaced. Out of 960 inter-panel connectors, 242 failed the FWRT and were repaired or replaced. APS is conducting accelerated environmental testing on their low-cost piercing connectors to support a 20-year connector life assumption. The APS PCU, transformer, switchgear, interconnection junction box, and ac wiring were installed. FWRT was completed on APS components and the field ground. On August 10, the APS system supplied power for the first time and PCU shakedown began. Data collection for the APS rating began on September 9.
