A process design along with estimates of capital and operating costs for Midwest Ore Processing Company`s proprietary PCE coal beneficiation technology were prepared for a 250 ton per hour plant. The plant was designed for 365 day per year operation based on a feed coal containing 15.5% moisture, 23.8% and 3.4% sulfur. The clean coal product was projected to have sulfur dioxide emissions of less than 1.2 lb per million Btu, less than 5% ash, less than 3% moisture, and a heating value greater than 14,500 Btu per lb. The estimated plant cost, working capital, and startup costs were determined to be $30,473,823, $3,047,382 and $3,047,382, respectively. The estimated annual personnel costs, including vacation and sick time, were $3,602,700. The operating costs were $1.98 per million Btu of cleaned coal. This includes $15 per ton for feed coal. The processing costs are $1.04 per million Btu clean coal.
