An increasing number of utilities are choosing demand-side management (DSM) programs to meet part of their customers` growing energy needs. While many of these programs are good for the environment, some can lead to environmental problems of their own. Four popular DSM programs were studied in detail for the purpose of the present report. This report examines the links between DSM and the environment by analyzing DSM technologies and quantifying, when possible, their environmental impacts as pound of pollutant or unit of impact per kWh saved. The study`s two main conclusions are: that well-designed programs can provide environmental benefits, and that environmental problems in connection with DSM can generally be minimized or eliminated through careful program design and implementation.
