Rita M. Lavelle and Eugene Ingold, both former members of the Environmental Protection Agency (EPA) staff testified, along with their counsel, at a hearing on EPA's handling of the Superfund legislation. At issue was whether the EPA was enforcing regulations for recovering the costs of cleaning up hazardous dump sites from the companies responsible for the contamination of water resources. Lavelle and Ingold defended their performance while at the EPA. The committee gave particular attention to a memo from Lavelle's office which indicated improper procedures.
