Representatives of the Environmental Protection Agency (EPA) testified at a hearing reviewing the agency's implementation of the Superfund law to clean up hazardous waste sites and raising questions about management and organizational constraints. The hearing took place a week after William Ruckelshaus replaced Ann Gorsuch Burford as Director. Much of the query was in response to an internal report on agency procedures. EPA spokesmen described the management accountability system which tracks major commitments and the agency's policy in terms of whether to pursue litigation or negotiation first. Witnesses during the second hearing day were those directly involved in administering the Superfund.
