Officials of the Environmental Protection Agency (EPA), state governments, and representatives of the Chemical Manufacturers Association, the Hazardous Waste Treatment Council, and the National Solid Waste Management Association testified during three days of hearings on the scientific basis for EPA regulations designed to protect ground water. They also addressed the need to look for alternatives to land disposal of hazardous wastes. At issue were reports of ground water contamination, unsafe drinking water, the economic barriers to detoxification and incineration technologies, and the long-term effects of ocean dumping. Studies showing that existing landfills are leaking into the environment did not lead to an EPA ban against land disposal despite the existence of commercial alternatives. Instead the EPA passed regulations that were unworkable because they depend upon ground water monitoring. Rita Lavelle, Assistant EPA Director, presented the administration's philosophy and defended the EPA regulations for land disposal.
