The goal of this paper is to show that inappropriate coordinates are now assigned to the assumed linearly proportional {open_quotes}dose-response{close_quotes} functions for quantal quantal (i.e., either-or) responses in the elements of a cell population system exposed to low-level radiation. The result is that the present interpretation, {open_quotes}any amount of radiation, however small, can be harmful or lethal{close_quotes} is of highly questionable validity.
