This thesis examines U.S. nonproliferation policy and the problem of nuclear proliferation in India and Pakistan. Its central hypothesis is that the end of the Cold War has created an opportunity to advance U.S. nonproliferation interests and work with both India and Pakistan to reduce the threat of a nuclear confrontation on the Indian Subcontinent. The thesis assesses both the motives for and the current status of the nuclear weapons programs in India and Pakistan. It also presents some plausible scenarios concerning future courses those programs could take. Finally, it presents a set of policy recommendations directed toward reducing Indo-Pakistani nuclear tensions and laying the foundations to make a future South Asian nuclear nonproliferation regime possible. Ultimately, this approach would create safer, more stable security arrangements for India and Pakistan and further reduce the threat from nuclear weapons in the post-Cold War world.
