The roads less traveled? Motoring and the Clean Air Act Amendments of 1990
Congress reemphasized transportation planning and controls in Title 1 of the 1990 Clean Air Act ammendments, promising startling lifestyle intrusions, management problems, political controversies and legal questions in the name of cleaner air. At a more fundamental level, regulation of travel may affect the forces responsible for urban decay and suburban growth. Whether and how the amendments will influence driving or development patterns is highly speculative. The CAA has provided for some transportation planning and control; however, the few efforts have been unpopular or unsuccessful. Topics covered in this article include the following: control techniques; implementation and reporting mechanisms; inspection and maintenance programs; employer trip-reduction program; subordination of transportation to air quality priorities.
