Understanding environmental regulations and their legal requirements expedites real estate and other plant-related financial transactions. Environmental laws are, for the most part, regulatory and preventive. That is, they define and quantify toxicity, set permissible limits of discharge, and regulate processes such as transportation and storage of hazardous materials. But, even with these preventive regulations and laws, authorities often have a hard time finding responsible parties. Sites that require massive and emergency action are cleaned up by the government under a financing provision, commonly known as Superfund.
