The author examines the proposal of the Law Reform Commission that would add crimes against the environment to Canada's Criminal Code. She discusses the difficulties in enforcement of the such statutes. Data on convictions under statutes in the United States show that there have been a few convictions in the private sector and none among municipal employees. Unless polluters believe they will be prosecuted they are unlikely to alter their practices. She suggests that citizens should be allowed to complain to the commission of acts against the public order or, further, that extremely serious contamination of the environment be treated as a crime in international law.
