Illinois Power, PacifiCorp protest EPA acid rain plan

In language clearly threatening legal action, PacifiCorp and Illinois Power have lodged a strong protest with the EPA over its decision to defer action on utility Phase I acid rain substitution plans. They specifically complained about EPA`s deferral of a plan under which PacifiCorp`s Gadsby Unit 3, Wyodak Unit BW91 and Jim Bridger Units BW71, 72, and 73 would serve as substitution for Illinois Power`s Baldwin Unit 2 for 1996-99. This was one of more than 75 plans deferred by the EPA.
