Title: Community Relations Plan for Lawrence Berkeley Laboratory. Environmental Restoration Program

The Lawrence Berkeley Laboratory (LBL) has applied to the California Environmental Protection Agency, Department of Toxic Substances Control (DTSC), for renewal of its Hazardous Waste Handling Facility Permit. A permit is required under Resource Conservation and Recovery Act (RCRA) regulations. The permit will allow LBL to continue using its current hazardous waste handling facility, upgrade the existing facility, and construct a replacement facility. The new facility is scheduled for completion in 1995. The existing facility will be closed under RCRA guidelines by 1996. As part of the permitting process, LBL is required to investigate areas of soil and groundwater contamination at its main site in the Berkeley Hills. The investigations are being conducted by LBL`s Environmental Restoration Program and are overseen by a number of regulatory agencies. The regulatory agencies working with LBL include the California Environmental Protection Agency`s Department of Toxic Substances Control, the California Regional Water Quality Control Board, the Bay Area Air Quality Management District, the East Bay Municipal Utilities District, and the Berkeley Department of Environmental Health. RCRA requires that the public be informed of LBL`s investigations and site cleanup, and that opportunities be available for the public to participate in making decisions about how LBL will address contamination issues. LBL has prepared this Community Relations Plan (CRP) to describe activities that LBL will use to keep the community informed of environmental restoration progress and to provide for an open dialogue with the public on issues of importance. The CRP documents the community`s current concerns about LBL`s Environmental Restoration Program. Interviews conducted between February and April 1993 with elected officials, agency staff, environmental organizations, businesses, site neighbors, and LBL employees form the basis for the information contained in this document.
