Systematic error and forecast skill for temperature and precipitation in two regions of Southern Asia are investigated using hindcasts initialized May 1 from the North American Multi-Model Ensemble. We focus on two contiguous but geographically and dynamically diverse regions: the Extended Indian Monsoon Rainfall (70–100E, 10–30 N) and the nearby mountainous area of Pakistan and Afghanistan (60–75E, 23–39 N). Forecast skill is assessed using the Sign test framework, a rigorous statistical method that can be applied to non-Gaussian variables such as precipitation and to different ensemble sizes without introducing bias. This study assesses the skill of forecasts of precipitation and surface temperature by the National Meteorological Center's (NMC) global model in the 108 consecutive 30-day forecasts (known as Dynamical Extended Range Forecast II (DERF II)) that were made from initial conditions 24 h apart between 14 December 1986 and 31 March 1987. Model precipitation accumulated during the first 24 h of each 30-day forecast was used for verification. Estimating monthly and seasonal distributions of temperature and precipitation using the new CPC long-range forecasts

A method for transforming underlying climatological distributions for monthly and seasonal mean temperature and monthly and seasonal total precipitation, in a manner consistent with long-range forecasts by the U.S. Climate Prediction Center, is developed. These transformations are summarized as simple equations into which a user may substitute a forecast probability value and calculate the parameters of a conditional probability distribution. These distributions can then be used to evaluate probabilities associated with user-defined temperature and precipitation outcomes. Examples are given to show the ease of use and interpretability. 9 refs., 4 figs., 1 tab.
