Since the Tax Reform Act of 1986, crude oil production in the United States has declined over 1.5 million b/d despite interim price increases of over 100%. Exploration and development in the U.S., measured by the drilling rig count, footage drilled, reserves replaced, and seismic crew activity, remain near record lows. Federally supported ethanol use is one alternative for meeting environmental, energy security, and agricultural objectives. Additional expansion of the industry depends on a continuation of current favorable conditions, including extension of the Federal gasoline tax exemption. Under current conditions, ethanol should be able to compete with other additives as an octane enhancer. Expansion of the ethanol industry would increase ethanol's contribution to improving energy security, reducing air-quality problems associated with carbon monoxide, and increasing corn prices. The report provides a basis for assessing the tradeoffs in using ethanol to meet national objectives.

Identified are trade-offs that decision makers are willing to make among several factors potentially relevant to the setting of environmental regulations and the selection of specific sites for advanced coal conversion facilities. The strongest single factor affecting decision makers' preferred level of emission control was the uncertainty in the potential level of global health effects associated with the long distance transport of airborne sulfur oxide emissions. Petroleum tax policy to achieve smooth economic growth in Alaska

Alaska's heavy dependence on petroleum tax revenues and the cyclical variability of those revenues results in a corresponding pattern of state expenditures for services which may not be optimal and an aggregate state economy which shows cyclical behavior. A tax-deferral program for state oil producers is suggested as a way to level out petroleum revenues and reduce the uncertainties. An econometric model is used to anlayze the impacts of a tax-deferral program on the aggregate and fiscal economy.
