Zirconia is introduced in Cr{sub 2}O{sub 3} to inhibit the abnormal grain growth of Cr{sub 2}O{sub 3} during densification. The constituents of ceramic powders are mixed by ball milling and coprecipitating, respectively. Both normal sintering and hot press sintering are performed in non-oxidizing atmosphere. An average grain size of 2-3 {mu}m is obtained in normal sintering and an average grain size below 1.5{mu}m with >99.5% theoretical density in hot press sintering. Mechanical properties of the composite are evaluated.
