Title: IEA-HIA Task 19: An International Collaboration in Hydrogen Safety

In October 2004, the Executive Committee of the International Energy Agency (IEA) approved the start of Annex 19 “Hydrogen Safety” under its Hydrogen Implementing Agreement (HIA). The Task aims to reduce the barriers to the widespread adoption of hydrogen energy systems by focusing on three principal goals: • Survey and analyze effective risk management techniques, testing methodologies and test data • Contribute to the development of fundamental knowledge on hydrogen, specifically hydrogen safety • Develop targeted information products that will facilitate the accelerated adoption of hydrogen systems The work of Task 19 is accomplished under three subtasks: A. Risk Management B. Testing and Experimental Program C. Targeted Information Packages for Stakeholder Groups In Subtask A, risk assessment methodologies are compared to define knowledge gaps existing in the use of these methodologies with hydrogen safety scenarios as well as in comparison with conventional fuels. Subtask B is aiming for building databases on testing and experimental facilities and data and performed, ongoing or planned projects in hydrogen safety. The data will include both testing of equipment and hydrogen experiments. From Subtask C, reports on the activities and results will be made available. By studying the knowledge gaps defined in Subtask A, missing data can be identified which could lead to suggestions for new hydrogen testing and experimental projects. The Task group is formed by hydrogen safety experts from 7 countries, covering the USA, Canada, Europe and Japan. This paper describes the working program for Annex 19 and highlights the activities performed in cooperation by the international partners.
