Effective strategies for landfill gas surface emissions control

California has preempted the U.S. Environmental Protection Agency`s (EPA) New Source Performance Standards by 10 years. Since October, 1985, landfill owners and operators have had to implement monitoring plans to reduce landfill surface emissions at all solid waste landfills operating as of April, 1985. The City of Los Angeles manages one active and five closed Class III landfills. Regulations for landfill gas emissions monitoring and control are governed by the South Coast Air Quality Management District (AQMD), the Regional enforcement agency for the California Air Resources Board. The purpose of the AQMD Rule 1150.1 (Rule 1150.1) regulations is to {open_quotes}reduce gaseous emissions from active landfills to prevent public nuisance and possible detriment to public health caused by exposure to such emissions{close_quotes}. The City-owned Toyon Canyon Landfill is monitored under Rule 1150.1 regulations for control of gaseous emissions from active landfills. Rule 1150.1 compliance methods are governed under the following categories: Ambient Air Monitoring; Weather Station Monitoring; Instantaneous Surface Sampling; Integrated Surface Sampling; Landfill Gas Migration Perimeter Probe Monitoring; and Landfill Gas Collection System Sampling. These compliance methods are examined below.
