ATC Security Vulnerability Assessment

Technical Report ·
DOI:https://doi.org/10.2172/950020· OSTI ID:950020
The National Supervisory Control and Data Acquisition (SCADA) Test Bed (NSTB) program, directed by the Department of Energy’s Office of Electricity Delivery and Energy Reliability (DOE-OE), was established to support industry and government in reducing control system vulnerabilities in the energy sector. Vulnerability assessments of several SCADA/Energy Management System (EMS) architectures have been performed at Idaho National Laboratory (INL), and it is desired that these studies be extended to a utility facility to validate results, mitigate vulnerabilities, build skills, and develop partnerships with the industry. The American Transmission Company (ATC) was selected for this assessment.
