From mandates to commitments: Partnerships for energy and environmental management

In the energy and environmental fields, the transition away from command-and-control regulation is most apparent. Under new partnership arrangements, the government is beginning to work with the private sector to improve energy efficiency, enhance environmental quality, and increase energy security. Partnership programs sponsored by the US Department of Energy (DOE) and the US Environmental Protection Agency (EPA) have arisen in all the major energy consuming sectors of the economy, including the utility sector, the buildings sector, the transportation sector, and the industrial sector. These partnerships provide benefits to both the public and the private participants. And, although still early in their development, these partnership programs may in fact achieve the stringent goals of less flexible, command-and-control, regulations -- at a lower cost. This article explains some of the new partnerships now available for private sector participation and considers whether such partnerships will become a viable alternative for regulatory policy in the future.
