The economics of combustion turbine combined-cycle repowering

Both economic and environmental factors are driving the increased popularity of repowering existing steam turbines to combined cycle operation among US utilities. A study by the Gas Research Institute (GRI) indicated that 30 repowering projects totaling 3,000 MW had been proposed by early 1993. Most of these projects are expected to be natural gas-fired combustion turbine combined-cycle (CTCC) repowering projects. Because the first modern CTCC repowering project was not completed until mid 1990, it is obvious this concept is catching on fast. This paper discusses recent developments and trends which are contributing to the increased popularity of CTCC repowering projects. This paper is written from the perspective of a utility resource planner.
