First observation of excited states in {sup 118}Cs : signature inversion in the {pi}h{sub 11/2}{direct_product}{nu}h{sub 11/2} band.

Excited states have been observed for the first time in the very neutron-deficient odd-odd {sub 55}{sup 118}Cs nucleus. A doubly-decoupled band based on the {pi}(h{sub 11/2}) {circle_times} operator {nu}(h{sub 11/2}) configuration has been identified to spins over 30 h{prime}. The band has been assigned to {sup 118}Cs using {gamma}-recoil and {gamma}-X-ray coincidences. A low-spin signature inversion is observed between 16 and 17 h{prime}. The band is discussed with respect to the systematics of signature inversion in odd-odd A {approx} 120 nuclei.
