Mixed Waste Management Options: 1995 Update. National Low-Level Waste Management Program

In the original mixed Waste Management Options (DOE/LLW-134) issued in December 1991, the question was posed, ``Can mixed waste be managed out of existence?`` That study found that most, but not all, of the Nation`s mixed waste can theoretically be managed out of existence. Four years later, the Nation is still faced with a lack of disposal options for commercially generated mixed waste. However, since publication of the original Mixed Waste Management Options report in 1991, limited disposal capacity and new technologies to treat mixed waste have become available. A more detailed estimate of the Nation`s mixed waste also became available when the US Environmental Protection Agency (EPA) and the US Nuclear Regulatory Commission (NRC) published their comprehensive assessment, titled National Profile on Commercially Generated Low-Level Radioactive Mixed Waste (National Profile). These advancements in our knowledge about mixed waste inventories and generation, coupled with greater treatment and disposal options, lead to a more applied question posed for this updated report: ``Which mixed waste has no treatment option?`` Beyond estimating the volume of mixed waste requiring jointly regulated disposal, this report also provides a general background on the Atomic Energy Act (AEA) and the Resource Conservation and Recovery Act (RCRA). It also presents a methodical approach for generators to use when deciding how to manage their mixed waste. The volume of mixed waste that may require land disposal in a jointly regulated facility each year was estimated through the application of this methodology.
