Addressing almost 400 delegates at India Power `95 conference held March 26 to 30 in New Delhi, Minister Salve repeatedly stressed, {open_quotes}We need the private sector.{close_quotes} The conference, co-sponsored by Independent Energy and Bombay-based Belgundi Group, high-lighted the vast potential for investment in India`s power infrastructure while at the same time focusing on many problems facing the country`s government. Officials of the Ministry of Power took advantage of the venue to feature new policy initiatives announced or in the works on issues ranging from transmission access, fuel supply, hydropower policy, to plant refurbishment. But the one issue which kept recurring in successive discussions was how to finance India`s huge power needs without the use of extensive counter guarantees from the Centre (central government).
