RESRAD-BUILD: Computer model for assessing health risks from building decontamination activities

Argonne National Laboratory has developed RESRAD, a computer code for evaluating residual radioactive material in soil, for the U.S. Department of Energy (DOE) in accordance with Chapter IV of DOE Order 5400.5. Sitewide cleanup efforts involving residual radioactivity in soil often include decontamination of on-site buildings as a necessary component. Surface contamination guidelines applicable to building structures and equipment are generically provided by DOE Order 5400.5 or Regulatory Guide 1.86 as developed by the U.S. Nuclear Regulatory Commission (NRC). These guidelines are applicable only to surface contamination, and they are not risk-based. Recently, the NRC developed a risk-based approach aimed at providing a generic screening basis for residual radioactive decontamination. Because of its generic nature, the NRC study is limited to certain parameters, such as fixed thickness of contamination. Moreover, some important pathways, such as radon progeny inhalation, are not included. The RESRAD-BUILD code was developed to evalaute the potential radiological dose (or risk) to an individual who works or lives in a contaminated building.
