Providing a context to safeguard DOE`s workers and the public

The U.S. Department of Energy (DOE) regulates its facilities through its orders and a series of nuclear safety regulations that are currently in preparation. The orders provide a basis for the development of hazard identification and control documentation for the protection of both the workers and the public. A recently released technical standard DOE-EM-STD-5502-94, Hazard Baseline Documentation, was developed for the Office of Environmental Restoration (EM). The standard serves as a road map to those requirements and provides supplementary details on the suggested method for integrating and implementing these requirements for EM activities. This includes defining (a) the four groupings of EM facilities, (b) the quantitative thresholds or levels for facility hazard grouping, and (c) the applicable safety and health hazard identification and control documentation for each grouping type.
