The work carried out together with a Consortium BISI (Bechtel International Systems, Inc.), Battelle (Battelle Memorial Institute) and EDF (Electricit? de France) within the framework of activity KCK as contract organization by development of the Conceptual Design project (Feasibility Report) on the New Safe Confinement (NSC) for ChNPP object ''Shelter''. The main purpose of ''Design criteria...(DC)'' consists in development of design bases on conceptual project (CP) - NSC Feasibility Report, which included development both directly design criteria, and technical requirements to NSC, following from conditions, which satisfy to the working in Ukraine normative and managements documents. Original paper presented in Russian, English translation of abstract available.
