Fluidized bed cogeneration at a resource recovery facility
In November 1993, VEDCO Energy Corp. in partnership with Kvaerner Ventures, Quixx corp. and Energy Investors Fund, officially broke ground on the BCH Energy Facility in Fayetteville, North Carolina. This marked the beginning of a two-year program to design and build a first-of-its-kind, fully integrated, resource recovery facility. In addition, the event culminated some four years of development activities leading to: the contracting of waste service agreement with the three local counties in the Fayetteville area; a power sales agreement with the utility, Carolina Power and Light; steam sale and site lease agreements with DuPont Chemical Company, the host facility for the power plant, environmental permits for both the Materials Recovery Facility (MRF) and the Energy Generation Facility (EGF); and financing of the equity through a limited partnership and the debt through a municipal bond issuance. The project encompasses a fully automated facility to receive and process up to 1,000 tons per day of municipal solid waste (MSW) recovering nearly 40% of the incoming waste as recyclables. A minor fraction of the material will be transported on to the landfill. The remaining waste, nearly 600 TPD, will be hauled to the EGF some 20 miles away to be combusted in twin fluid bed boilers to produce steam for a new power turbine installation. This article discusses some background of this project as well as the technical and design considerations going into the facilities.
