Recent changes in the electric utility business environment and the increasing development of a new competitive market place in bulk power have caused electric utilities to seek out better ways to compete for market share and increase shareholder earnings, while providing service to ratepayers on a least cost basis. In response to these changes, electric utilities are looking for new ways to provide their traditional services and manage existing assets, while becoming successful competitors in the new competitive marketplace. With careful planning and a clear corporate purpose, these problems can be resolved. Repowering aging generating units offers utilities a way to repower their performance in the competitive bulk power market and to obtain their strategic business goals.
