Maximizing recycling rates: Participation v. efficiency

Nearly every municipality has implemented a solid waste recycling program in one form or another. For these municipalities, maximizing the amount of municipal solid waste (MSW) that is diverted from landfills and incinerators-sometimes referred to as the recycling or diversion rate-is critical to increasing land-fill life and minimizing disposal costs. The following discussion presumes that the success of a recycling program, as measured by the diversion rate or the recycling rate, is controlled in part by the participation rate in the program and by the participant`s recycling efficiency. For the purpose of this study, participation rate is defined as the percentage of households within a given municipality that participate in a recycling program by sorting.
