D.C. tries to rebuild collapsed curbside recycling program

After weeks of legal challenges and wrangling with environmentalists, District of Columbia officials claim they have finally worked out a plan to restructure the city`s faltering curbside recycling program. Officials have selected a recycling company to run the program until the end of September, when they expect to implement a completely revamped collection system. However, the announcement raises almost as many questions as it answers. Foremost is what type of permanent program the city will unveil this summer. Under the old program, city workers collected a wide arrays of materials, and a network of environmental groups is urging the city not to rush to privatize its collection system or to drop less valuable recyclables from the program. Area recyclers and environmentalists also are asking how effective the interim program will be.
