Beneficial use of ash: An innovative approach to sludge management

Disposal of ash resulting from the incineration of municipal sewage sludge has historically been a relatively easy, albeit, expensive requirement. The traditional method of disposal is to deposit ash into permitted landfills. However, escalating landfilling costs, new regulatory initiatives and the national focus on recycling and reusing resources is prompting incinerator operators to investigate the viability of beneficial use options. Increasingly, sludge and its various byproducts are being viewed as resources rather than wastes. This paper summarizes efforts put forth by Monroe County, New York to develop a controlled density fill material comprised primarily of municipal sewage sludge incinerator ash (ash) and Portland cement. Although financial factors did not allow the full development of an acceptable beneficial use product, much of the information learned as a result of this project, should be transferable to other municipalities interested in developing a beneficially usable ash-based product.
