Using data collected with the CLEO II detector at the Cornell Electron Storage Ring, they determine the ratio R{sub chrg} for the mean charged multiplicity observed in {Upsilon}(1S) {yields} gg{gamma} events, <n{sub gluon}{sup {+-}}>, to the mean charged multiplicity observed in e{sup +}e{sup -} {yields} q{bar q}{gamma} events, <n{sub quark}{sup {+-}}>. They find R{sub chrg} {triple_bond} <n{sub gluon}{sup {+-}}>/<n{sub quark}{sup {+-}}> = 1.04 {+-} 0.02(stat) {+-} 0.05(syst) for jet-jet masses less than 7 GeV.
