Evolution of NRC Decommissioning Regulations

On June 27, 1988, the U.S. Nuclear Regulatory Commission (NRC) first issued comprehensive decommissioning regulations applicable to most of its licensed facilities. These rules were the result of more than 10 yr of effort that began with the issuance of an advanced notice of proposed rulemaking in 1978 and included technical, environmental, legal, and financial and public policy analyses. Although these rules applied to power reactors, nonpower reactors, fuel reprocessing plants, fuel fabrication plants, independent spent-fuel storage installations, and non-fuel-cycle nuclear facilities, this paper is focused on the decommissioning of power reactor facilities.
