The development over recent years of tunable high-brilliance hard x-ray beams from dedicated synchrotron sources has given added impetus to the science that is at the focus of this conference. The x-ray beams now available at these facilities constitute exquisitely fine tools. The precision and power of these sources and also of the modern particle accelerators used in collision studies permit the exploration of x-ray and inner-shell processes with unprecedented detail and resolution. Many of the results that imaginative applications of these new tools are now producing are reported.
