Partnering technology transfer and contaminated land reuse

Any cleanup effort requires the affected parties to consider technological, economic, environmental and political variables. Agreement can occur only when all the interested parties are aware of the benefits and costs of redeveloping these sites. To grasp the opportunity, partnerships must be formed between researchers and practitioners, public and private sectors, and State and Federal Governments. The cooperation afforded by partnerships is a vehicle for assessing a cleanup effort`s costs and benefits, and facilitating the development of technological solutions to the current gridlock. The State of California and the California-based DOE National Laboratories are uniquely positioned to address the contaminated property problem. With California`s contaminated sites numbering more than 125,000, each site represents a potential pilot project for developing environmental solutions. DOE`s National Laboratories possess resources that historically have not been accessible to private industry, but have recently been recognized as necessary to any national cleanup effort. It makes sense, then, for California and DOE laboratories to cooperatively address the contaminated property problem. The benefits of this partnership are being demonstrated at a pilot project in Antioch, California. The cleanup and development of the Antioch site utilizes new technological, communication, and regulatory approaches to clean up and development an old cannery site along Antioch`s delta waterfront. The project`s success will enable the partnership to advise and facilitate similar efforts on a widespread basis.
